An unidentified individual is prime minister of Japan in Ghost in the Shell: Stand Alone Complex. The Laughing Man affair and Yakushima corruption scandal unfolded during his administration. As the general election of 2031 approached, he adopted a strategy of caution, seeking to keep the ruling coalition in power and likely be reelected to another term as prime minister. In order to avoid damaging his standing, he puts off Yakushima's removal until after the election, and strikes a deal with Daisuke Aramaki to scapegoat Public Security Section 9 in the short-term and allow it to be rebuilt later. Although this scheme succeeded in keeping the ruling coalition in power and Yakushima was arrested, the party ultimately decided to back another member for prime minister, Yoko Kayabuki, to erase the taint of the scandal.
